Constitution of 1917 were granting all subsoil rights to the nation. This was a controversial act because the United States were with held recognition of it. This made foreign companies afraid that they will loss of investments to expropriation. These issues were serious and were left unresolved. These people that were maintaining underground resources were not having to worry about Article 27. The only reason this was possible was because if over the years if the holder of minerals or oils have maintained positive acts. I think what Mexico was trying to do was wrong the nation be able to control all resources. The subsoil right should belong to the people that own that land and they should be able to use those products and make a profit off of it.I do understand what they were trying to do as well though I just don’t agree with it actually being done.
